With the rapid advancements in computer technology over the past few years, there has been increasing concern on the need to develop the law in order to take full advantage of technological improvements, commonwealth secretariat and also to ensure that states can respond to computer crime commonwealth secretariat and related criminal law issues. This book sets out the reports of these two expert working groups hosted by the Legal commonwealth secretariat and Constitutional Affairs Division of the Commonwealth Secretariat. The first part of the book looks at the legislative framework necessary for effective e-commerce (particularly how to implement the UNCITRAL Model Law) commonwealth secretariat and related issues such as consumer protection, privacy, dispute resolution commonwealth secretariat and general evidence provisions. The second part focuses on criminal law issues relating to information technology, with regard in particular to the draft Council of Europe Convention on Cyber-crime.

Following the 1991 Harare Commonwealth Declaration on Fundamental Political Values, the Commonwealth Secretariat has increasingly provided support to member countries in developing commonwealth secretariat and strengthening ombudsmen commonwealth secretariat and human rights agencies as an essential component of good governance. This publication provides a selection of edited papers presented at a Commonwealth Regional Workshop on this topic held in Antigua commonwealth secretariat and Barbuda in March 1998. It addresses issues such as accountability matters, privatization of government functions, complaint handling process, systemic investigations, compliance issues commonwealth secretariat and management concerns. Caribbean case studies are placed within a larger international context, illustrating the experience of developing small commonwealth secretariat and island states in general.

Commonwealth Scholarship - The Commonwealth Scholarship and Fellowship Plan, established in 1959, was designed by Commonwealth governments to enable students of high intellectual promise to pursue studies in Commonwealth countries other than their own, so that on their return they could make a distinctive contribution in their own countries while fostering mutual understanding within the Commonwealth. It also arranges professional visiting fellowships for educators and researchers between Commonwealth countries.
